Usages should be set up in a hierarchy. Typically, the hierarchy is determined by scale ranges and, in a few cases, scale ranges may overlap.
The usual hierarchy for scale-based usages is from the smallest scale (first or top) to the largest scale (last or bottom).

This example shows Overview (smallest scale) at the top and Berthing (largest scale) at the bottom.
The hierarchy does not have to be based on scale ranges. Some organizations may, for example, use one or more usages for storing source data (not determined by scale), and other usages for creating product data (which will be based on scale). In this case, the scale-less source usages would be placed below the scale-based product usages in the hierarchy.
