Add an instruction to a chart notice.

Procedure
1. In the Object Browser, select the notice to which the instruction is to be associated.
2. Select the Add command.
A new instruction is listed in Object Browser. Instructions are labelled sequentially.
When the instruction is selected, information can be entered in the Properties window.
